The headline change is a suspension of new residence permits for guest workers and other lower-skilled workers from outside the EU, starting from 1 June 2026 and lasting for an indefinite period. What has changed

Who is affected
The change mainly affects people applying for a new guest worker permit from outside the EU. That includes the nationalities that were eligible under the Guest Worker programme, namely the Philippines, Georgia and Armenia. It also affects Hungarian employers who planned to recruit lower-skilled workers from outside the EU, who will now need to consider other options.
Which routes are still open
The suspension does not close every door. Based on what has been announced, these routes are expected to remain available:
- EU, EEA and Swiss citizens: no change, with full freedom of movement.
- EU Blue Card and the Hungarian Card: for highly qualified and skilled workers.
- The White Card (digital nomad permit): for remote workers employed by a foreign company or running a business abroad. The income requirement is EUR 3,000 net per month, evidenced over the six months before applying.
- Family reunification and student permits: separate from the guest worker route.
- Existing permit holders: valid permits are expected to be honoured until they expire, although renewals may face closer scrutiny.
What it means for you
If you were planning to come to Hungary as a guest worker, new applications on that route are on hold for now. It is worth checking whether you might qualify on a skilled route, such as the EU Blue Card or Hungarian Card, or as a remote worker on the White Card.
If you are already in Hungary on a guest worker permit, your current permit should remain valid until it expires. Start planning your renewal early and consider your longer-term options, since renewals are likely to be examined more closely.
If you are an employer, roles you previously filled with non-EU guest workers may now need a different approach. That could mean the skilled-worker routes, candidates from within the EU and EEA, or focusing on retaining and renewing the workers you already have.
