Critical Restrictions to Know

How to Apply

Applying from Outside Hungary

If you require a visa to enter Hungary, apply at the Hungarian embassy or consulate in your home country or country of legal residence. You do not need to submit a separate visa application. Your EU Blue Card application automatically includes a visa application.

Note: Where no Hungarian consulate or embassy exists in your country, you may approach honorary consuls, trade representations, or authorized external service providers.

Applying from Inside Hungary

You can apply while in Hungary if:

  • You entered Hungary visa-free and are within your legal period of stay
  • You hold an EU Blue Card issued by another EU Member State (must apply within 30 days of entry)
  • You hold a valid residence permit in Hungary (for example, an employment permit)

Applications in Hungary can be submitted online via the Enter Hungary platform or in person at the NDGAP regional directorate based on your accommodation address.

Employer Submission

Your employer can submit the application through the Enter Hungary platform on your behalf, but only in specific situations. You must provide written consent, and one of the following must apply: you have not yet entered Hungary, you entered visa-free and are legally staying without a residence permit, or you already hold a valid EU Blue Card and are applying for an extension. If the employer submits the application, the Blue Card will be delivered to the employer’s registered address, not your home address.

EU Blue Card Mobility

If you already hold an EU Blue Card from another Member State and have legally resided there for at least 12 months, you can apply for a Hungarian EU Blue Card from inside Hungary. If you hold an EU Blue Card from a second Member State (after at least 6 months of legal residence there), you are also eligible.

Extensions

Extensions can only be submitted via the Enter Hungary platform. To be eligible:

  • You must hold a valid EU Blue Card at the time of application
  • You must have resided in Hungary for at least 90 days in any 180-day period

Provide Biometric Data

Visit the NDGAP regional directorate to provide your facial photograph, fingerprints, and signature specimen. If you applied online via Enter Hungary, you have 15 days from the receipt confirmation to complete this step. If you miss this 15-day window, your application is not officially considered received.

Standard processing: 21 days, with a final decision within 70 days under the single application procedure.

For holders transferring from an EU Blue Card issued by another Member State: decision within 30 days (extendable once by an additional 30 days).

Receive Your EU Blue Card

If you applied from abroad:

  • You will receive a Type D visa: single entry, authorizing a stay of up to 30 days, valid for 3 months from approval
  • Enter Hungary within the 3-month validity period
  • Your EU Blue Card will be posted to your declared Hungarian address

If you applied in Hungary:

  • Your EU Blue Card will be delivered by post to your registered address

If refused: You have 8 days from delivery to file an appeal. Submit the appeal to the authority of first instance or the consular mission where you applied. Appeals are dismissed without review if received late, submitted by an unauthorised person, introducing new facts known before the decision, or submitted without stating grounds.
