How to Apply for an Employment Permit in Hungary

The Employment Permit (also called the Guest Worker permit) allows third-country nationals from specific countries to work in Hungary under an employment contract. This permit is available exclusively to nationals of the Philippines, Georgia, and Armenia as designated by Government Decree, and is processed under a single application procedure involving both the applicant and the Hungarian employer.

Following the 2026 change of government, Hungary has announced that new guest worker (Employment Permit) applications for non-EU nationals are being suspended from 1 June 2026, for an indefinite period. The detailed rules are still being finalised, so the guidance below may change.

Eligibility Requirements

You May Qualify If:

  • You are a national of a country specified in the Government Decree (currently the Philippines, Georgia, or Armenia)
  • Your purpose of stay is to perform actual work for or under the direction of others, for remuneration, under an employment contract with a Hungarian employer
  • Your employment is based on an existing relationship with a third-country employer, fulfilling an agreement with a Hungarian employer
  • You have a preliminary employment agreement or existing employment relationship with a Hungarian employer
  • You hold a valid passport with at least 3 months validity beyond the intended permit duration
  • You can prove sufficient means of subsistence
  • You have accommodation arranged in Hungary
  • You have health insurance coverage

You Do NOT Qualify If:

  • You are not a national of a country listed in the current Government Decree (only Philippines, Georgia, and Armenia as of 2026)
  • The occupation you intend to work in has been excluded by the minister responsible for employment policy
  • You have already accumulated 3 years of total stay under this permit type since the date of your first Employment Permit
  • You do not have a Hungarian employer willing to participate in the single application procedure
  • You are seeking self-employment or freelance work (this permit requires a Hungarian employer)

Critical Restrictions to Know

Before applying, understand these major limitations:

  • Nationality Restriction: Only available to nationals of countries specified by Government Decree. Currently limited to the Philippines, Georgia, and Armenia (Government Decree 450/2024).
  • No Family Reunification: Family members cannot join you through family reunification permits. The only exception is children born in Hungary during the permit’s validity period.
  • No Long-Term Residence: Holders of this permit cannot be granted a national long-term residence card.
  • Cannot Switch Permits: You cannot apply for another type of residence permit during the validity of the Employment Permit or after it expires.
  • Maximum 3 Years Total: The absolute maximum duration is 3 years from the date of your first Employment Permit issuance, regardless of extensions or new applications.
  • Single Application Procedure: Your Hungarian employer must be involved in the application process. You cannot apply independently without employer participation.
  • Employer-Tied: If you change employer, position, or workplace, you must submit an extension application for the change.

How to Apply

Applying from Outside Hungary

If you require a visa to enter Hungary, you must apply at the Hungarian embassy or consulate in your home country or country of residence. This is mandatory for visa-required nationalities. A separate visa application is not needed, as the residence permit application automatically includes a visa entitling you to collect the permit.

If you are visa-free but have previously held an Employment Permit, you must also apply from outside Hungary at an embassy or consulate. You cannot apply in-country for a second time.

Applying from Inside Hungary

If you are from a visa-free country and this is your first Employment Permit application, you may apply from inside Hungary. You may also apply from inside Hungary if you hold a valid extended Employment Permit and your 3-year maximum is approaching. You can submit your application electronically via the Enter Hungary platform or in person at the competent regional directorate of the NDGAP (National Directorate-General for Aliens Policing).

Important rules to remember:

  • Extensions can only be submitted via the Enter Hungary platform (not in person or at an embassy)
  • If your 3-year maximum is approaching, you may submit a new application (not an extension) at least 40 days before your current permit expires
  • If you change employer, position, or workplace, you must submit an extension application
  • For online applications, you have 15 days to complete biometric identification in person after receiving confirmation

Submit Your Application

From outside Hungary: Schedule an appointment with the nearest Hungarian embassy or consulate. Bring all original documents and copies. Pay the EUR 110 application fee.

From inside Hungary (online): Submit your application via the Enter Hungary platform. Complete the form accurately and pay HUF 24,000 by credit card.

From inside Hungary (in person): Visit the competent regional directorate of the NDGAP. Bring all documents and pay HUF 39,000.

Note: This permit is examined under the single application procedure, meaning your Hungarian employer will be involved in the process. The NDGAP may contact your employer directly.

Complete Biometric Identification

For online applications: You have 15 days from receiving confirmation to visit the NDGAP regional directorate for biometric data collection (facial photograph and fingerprints). Bring your passport, ID photo, case number, and signed application form.

For embassy applications: Once approved, you will receive a Type D visa (single entry, 30-day stay, valid for 3 months). You must enter Hungary within 3 months or the approval becomes invalid. After arrival, visit NDGAP for biometrics.

Await Your Decision and Receive Your Permit

Standard processing takes 21 days, with a final decision required within 70 days under the single application procedure. Once approved, your residence permit card will be mailed to the address you provided.

If refused: You have 8 days from the date of delivery to file an appeal. Submit the appeal to the authority of first instance or at the embassy/consulate where you applied. The appeal will be dismissed without review if it is received late, submitted by an unauthorised person, introduces new facts that were known before the decision, or is submitted without stating the grounds.

Plan Ahead for Extension or Renewal

If you wish to extend your Employment Permit, keep these rules in mind:

  • You must hold a valid permit at the time of your extension application
  • You must have resided in Hungary for at least 90 days in any 180-day period
  • Apply no earlier than 90 days and no later than 30 days before your current permit expires
  • Extensions can only be submitted via the Enter Hungary platform
  • Each extension is for up to 1 year, with a total maximum of 3 years from first issuance
  • For extensions, you do not need to resubmit documents for conditions that have not changed
  • If your 3-year maximum is approaching, you may submit a new application (not an extension) at least 40 days before expiry
  • Changing employer, position, or workplace requires an extension application
