2026 has been a year of big change for Hungarian immigration. A new government took office after April’s election and moved quickly to tighten parts of the system. What changed in 2026

After Péter Magyar’s Tisza party won the April 2026 election, the new government began reshaping immigration policy. The main changes so far:

  • Guest worker permits suspended. From June 2026, no new low-skilled guest worker residence permits are being issued to non-EU nationals, the route that mainly served citizens of the Philippines, Georgia, and Armenia.   • A new exam for permanent residence. Since 2025, most permanent residence applicants must pass a cultural knowledge exam, taken in Hungarian.
  • Stricter procedures. Renewals are being looked at more closely, and applicants now have to provide a valid Hungarian address when they apply.
  • The Golden Visa under review. The government has signalled it may review the Guest Investor Programme, though it remains open for now, with any change considered unlikely before 2027.

What is still open

This is the part the headlines miss. The suspension hit one specific category, low-skilled guest workers. The skilled, remote, family, study, and investment routes are all still available:

  • Skilled employment and the EU Blue Card, for those with a job offer from a Hungarian employer. Employment-purpose permits were not changed by the new rules.
  • The White Card, for remote workers and digital nomads employed by a business outside Hungary.
  • Guest self-employment and business, for those setting up a company or freelancing in Hungary.
  • Family reunification with a Hungarian or resident family member.
  • Student permits for those enrolled at a Hungarian institution.
  • The Golden Visa (Guest Investor Programme), still operating in 2026.
  • Citizenship by descent, entirely unaffected, for anyone with Hungarian ancestry.

What it means for you

Will there be more changes?
